Water intrusion help - NOLA

With all the rain the past few days, this morning I noticed a small area bubbling up behind the paint on the wall.
Took an exacto knife and cut a small square to remove it and of course behind it was damp.
Cut a bigger area and the paint was peeling off more easily as the drywall was damp.
On the exterior wall, I have hardie siding. there is a flood light installed where water could have come in, and I do have gutters above the area, which are not clogged.
I took a photo of the outside and saw there seems to be a leak going behind the siding as you can see water coming down the the concrete pier.
Who should first call be to in the morning? And how screwed am I? Live in NOLA and house is 7 years old.

Hardie may have not been installed correctly, very common with the cheap crappy labor they use now. Mostly illegals.
Can't tell you how many new houses I've had to go in and rip out tubs and shower pans that weren't installed correctly.
I would cut all the sheetrock and insulation out and dry it real good to avoid mold then get an expert out to look at it
