I’ve got some antique hooks and studs that are “dusty rusty” that I want to use on a deck. I don’t want to paint them though…I’m looking for that blackened burnished/polished look.

What product should I use? auto parts store liquid converter?

This stuff works and Harbor Freight carries it, or at least used to. It is easy, just pour up some in a plastic container and drop the parts in. It'll take a day or two, but it converts the rust. Just rinse, dry well, and paint or seal with clear. You can use it over and over again.

ETA: But it may not give the look you want. Try it with a test piece and see.

Phosphoric acid is what you want. It's the active ingredient in most of the rust converters and it's pretty cheap. Just google phosphoric acid cleaner. Most stores sell it in some form or another as a concrete or tile cleaner.

Do not use on non-rusted surfaces. Remove all dirt,
grease, oil, salt and chemical contaminants by washing
the surface with a commercial detergent, or other suitable
cleaning method. Rinse with fresh water and allow to
thoroughly dry. Scrape and wire brush or power tool clean
to remove loose rust, scale, and deteriorated coatings

POR-15 in semi-gloss black.
You don't even need to sand it.
Just paint it right over the rust.

The coating will oxidize to a nice antique patina in a few months in the sunlight.
