Wait until Thanksgiving? If you are doing a split app of simazine then your second app should go down around Thanksgiving. Current soil temps in Thibodaux are 78 degrees. This will start to drop rapidly. Once it hits 70 then your poa will be germinating.

Certainly too late if you have annual bluegrass (Poa annua) weed issues, whose seeds germinate at a soil temperature of 70 F. For many, that’s their top winter weed issue - it was for me until I starting apply pre-emergent in late Sept/early Oct. Better to err applying pre-emergent too early than too late, unless you just like spraying weeds with post-emergent herbicide when they begin showing up in your lawn.

Sprayed Specticle yesterday but got no rain. How long do I have before I need to water it in and how much?

SDS sheet notes the following:
SOIL MOISTURE, IRRIGATION, AND RAINFALL AFTER APPLICATION
To activate SPECTICLE FLO HERBICIDE, irrigate lightly after application to move the herbicide into the soil. Rainfall within several days after
application will negate the need to irrigate. Avoid application to saturated soil. Postpone application if rainfall that may cause visible run-off
is anticipated.
