Need a little help choosing shrubs

Reworking the two small flower beds at the entrance to our subdivision. I would like to plant a couple of rows of shrubs and some summer color plants along the front edge. The shrubs need to be hearty, drought resistant (No sprinklers), not grow over 3' tall and can flower periodically. There is no shade, total sunlight. Suggestions please for shrubs, grasses, flowers, etc. Pictures if have examples. Thank you!

Concorde Japanese barberry shrubs. Variegated liriope for borders.
Pineapple Lily’s for a unique color. They smell bad though but it will keep people from playing in it.

Frost proof gardenias with dwarf oleanders in front of them.

Highly toxic to dogs. Along with Sago palms and lantana, avoid these if you have dogs.
Now to answer the OP, I'd recommend small variety gardenias or possibly azaleas (although they do better in shadier locations)
Full sun flower options are many. You could even consider bulb planting for both spring and summer
