I can't make out exactly how the top plates are cut out. Is that a slot that is cut or just a bunch of holes drilled in top plate?
Cut a hole in the ceiling to help with pulling wire through and drill a couple of holes for the first few new wires. This will help create some room in that original hole as you pull the old wires out that need to be replaced.

My very educated guess is that the 2x4 under the top plate is the nailer for the soffit lookouts. Soffit is nailed to the underside of the lookout and the brick would be below that level. They chose to go through where those 2x4s made a 90° angle instead of drilling through the top plate. I don't think I have ever seen it done that way.

BTW... 12/2 MC cable would have prevented all this (rodents cant chew thru it). i find it much easier to pull and terminate than romex, and once you enter the panel you can strip the armor and it gives you way more room inside the panel to maneuver. in any event, you should strip the romex if you use it, once you get inside the box and secure it to the entry hole

Just pulled a 4 wire aluminum cable for those. No need to waste the money on copper for that.

sorry I saw that pic with all that romex coming down and my brain told me it was inside the panel
And the advice above on aluminum is spot on. I just ran 250’ of a new 60a feeder to my carport and the 6/3 aluminum was 1/4 the price of copper. Just make sure you put never-seize on the bare ends at the lugs

Did these cables end in a junction box with wire nuts over the end? If not it’s definitely good that you found them!
