Lantana issues - diagnose please

These two patches were planted within a week of each other this Spring. The healthy looking one is so packed because the guy doing the planting misunderstood, and all of those were supposed to be split between the two beds. Anyway, we have had no trouble with those in pic 1.
The ones in pic two bloomed once, then have been in this odd state ever since. There appear to be buds, but they never open, and the leaves are darker and somewhat curled.
Is there anything I can do?

Are there little white flies everywhere? If so, its screwed. Pull it and try again next year.

Do the two lantana beds have similar watering levels, soil drainage and hours of afternoon sunlight?
Some of our lantana died this summer because of late afternoon heat stress and uneven moisture retention in the soil.
Mexican heather nearby seemed to handle the stress a lot better.
