I may be asking a dumb question but here goes

I asked about this months ago and had great advice given. My ditch was dug by the state, I had a swale and it worked to perfection and wanted them to skim it, to get water that stayed by culvert, to move to the other end of ditch so it could drain. What they did was dug a 2-3 ft deep ditch. I chopped the sides to get it as a swale again but the area near the culvert is still holding water. The culvert is now higher than the new swale so my question is, would adding dirt in ditch be a bad idea? I’m thinking adding dirt to raise the level would be a solution but should I be concerned with it washing out and causing other problems? Clogging culvert?

gravel or limestone or crushed concrete would be a better choice.

I thought about that but, will that raise the level up enough to make the water pass through the culvert to drain? Thought about adding dirt to bring it up a little then put limestone or rip raf in bottom close to culvert. What happened was they dug the ditch and I would have to lift up drag chopper when I would get to the driveway so I couldn’t continue the slope like I wanted and it caused the same problem as before.

Mix a bag or 2 of concrete with the dirt you add

what is a drag chopper? the water will pass through the limestone and when the water is higher we'll go over the top. it will hold some water with an aggregate but it should trade out on top and then dissipate below. I don't know how to help anymore, especially with a dragon chopper

Buy some cheap bagged cement, leave paper on, stack in hole as needed.
Cheap, easy, effective.

Buy culverts and fill in the entire ditch. Best money you will ever spend.

Yeah that’s down the road. Too expensive for right now. Need to save up.
