2X.
Few pennies difference for thicker and more sturdy benefit.

2x only for stairs. Oh, and if building your own and using pressure treated 2 x 12 for the stringers, also use 2 x 12's for the treads as it will cover the cut ends of the riser much better than just using 3 cut pieces of 2 x 4's for the stairs.
Using a full 2 x 12 will cover the cuts and keep water from penetrating the wood causing it to rot faster.

Side note- modern treated wood sucks. Dealing with rotten posts on a barn right now. 20 years old and already needs new posts.

Totally agree, but unless going with concrete or welded and painted steel stairs, what other option is there?????
I'm in need to replace my back stairs that I built less than 10 years ago with treated lumber since the stringers are getting rotten in spots.

Not in that business anymore but I know that people used to use the wrong type of treated lumber for ground contact quite often. With CCA there were 3 concentration levels, 0.25, 0.4, and 0.6. 0.4 was for ground contact and 0.6 was for water submersion. I am not sure how it works now.
