Whats with the abundance of people being allowed to have a gif as their avatar?

I know a handfull were grandfathered in (have seen one of those guys post in years) but i am seeing a new batch of noobs having gifs. If this is the case i want my damn Farva's #1 gif allowed.

the way it was explained to me by an admin years back was:
IF you had a gif as an avatar at the EXACT time they did the cutoff in 2007 you were allowed to keep it. no new posters post 2007 are allowed GIFS as avatars. NO posters pre 2007 are allowed to put in a GIF as a avatar after the fact. you had to have it in right at the time they installed the cutoff date.
no newb posters should have them. just hit RA button and admin will remove.
