I think I read recently in an article about things that you think work but don't actually work that fantasy boards are just a placebo. It isn't an actual discussion board, but forum owners use it to keep all the fantasy fanatics in one place. In that sense it is very effective.
Some other things in the article where things like thermostats that don't actually work in offices and crosswalk buttons that no longer work but make people feel better.
