Can't really convert a low resolution image into a high-res version without the image looking like crap. The only way I can see getting a high res version is to recreate the image in Illustrator.

Taking something the size of an avatar and blowing it up to the size of a t-shirt.. yeah that's not really possible, the source has to be really high resolution.
