I'm pretty sure that you can't have it full screen without distorting it unless you have a larger source pic.

Yeah I wanted it full screen. I thought maybe there was a way it could be reformatted or something in the right resolution or whatever...

I don't think so - not without some CSI shite or something.
You may be able to get one of the image guys on here to take bits of that water and copy (or clone or whatever) it to make lots more water. If you made enough "extra" water on the outside of it you could keep the picture in the middle and it would not get distorted (does that make sense?).
I'm not sure how hard that would be to do but you could probably do it with photoshop - hell, if the Iranians can make a 4th rocket the guys on here should be able to give you a little water.

Best I could do in 30 seconds. I didn't do any cropping so it will have to stretch slightly in the vertical direction to fit a standard 4:3 screen. Also, there's only so much you can do to enlarge a small photo... if the detail isn't there, you can't really recreate the lost information.

Chewy, that pic can not. When I enlarged your previuos pic I actually grabed another copy, not your source pic, sorry.
