At what point would someone start over

A guy at work who goes by GrammarKnotsi says he has been banned for a while now. I see him on TD all the time, but he says he is just keeping up and checking to see if he has been reinstated. I know he tried to create some alter accounts shortly after he was banned, but those were blocked too. Is there a point where he can set up a new account or have some kind of time frame for his old one to be opened again ?

He didn't create enough. The trick is to create so many alters that the admins get sick of killing them and just say "frick it" and let you back.
Or so I've been told.
