If you are substituting trap bar for barbell dead lifts, because it is more forgiving - flip it upside down so the range of motion is comparable.

It would be incorrect and wrong to tell someone capable of full range of motion to use the handles, if they are doing hex as a substitute for straight.
If you are using handles to go heavier, well here is your matching squat
Block pulls is a variant of traditional DL, if that is part of your workout then of course do the needful with the handles.

I only flip the handles up if I’m doing hex bar carries.

Definitely not "incorrect" or wrong to use the high handles. Again, there is a reason companies like Rogue and Sorinex put high handles on their trap bars. It is a reduced ROM movement, but not "incorrect". Using high handles is just a variation of a trap bar DL, just like block pulls are a variant of traditional DL. There is a multitude of reasons someone might use them.
The decreased ROM from using high handles is around 20%, essentially the same as going sumo with a straight bar. Also hex DL (low handles) isn't really a substitute for conventional DL as it engages the quads more, hamstrings less, and has less ROM.

Honestly, if you are only competing in powerlifting you don’t need conventional deadlifts.
Hell even the west side barbell crew rarely deadlifts, strongmen usually use other apparatuses. I wish I knew this much earlier

The best answer is to do them both ways, as they will impact muscles slightly different.
The incorrect answer is to only use the high handles. If the handles reduce your ROM making it easier or allow you to lift more weight, you need to ask yourself am I missing something.

This thread already established hex and barbell engages different muscles. Hex still gives you a solid full body workout through. If someone has issues on their backside with barbell DL, then hex is a good alternative and I would encourage them if they can use the low handles to engage as much ROM and muscles as possible. You would be amazed how many people do not know you can use the low handles. I had a much younger "bro" tell me once it was upside down and I was lifting wrong not using the handles.
It is ok to go both ways, just saying.
Except Sumo, that is just straight up gay.
