Frustrated at body fat percentage - is it just a patience game? Accuracy of Navy Method?

So I’ve lost weight, run long distance, and strength train. My maxed performed lifts are pretty good for my stats:
5’7 163
Bench: 235 (5 reps)
Squat: 245 (5 reps)
Deadlift: 345 (2 reps)
OHP: 145 (1 rep)
Using the Navy Method, I’m 25% body fat. I was 25% body fat when my lifts were lower and I weighed over 170.
Is the Navy Method accurate for those who carry their excess fat in their love handles/lower back? I definitely have definition in my arms and legs, but my midsection is still soggy potatoes.

You’ll probably need to get to the low 150s to see abs if I had to guess, possibly even 140s

Yep. I'm 5'8 and on a sub 10% body fat journey. I'm currently hitting the sub 150lb mark and still going. Sub 12% now and I'm super lean and not quite there yet. I have a lot of definition in the upper abs and every where else. Including upper obliques. Lower abs area is the last real hurdle and it takes time. I anticipate low 140's at least.
Diet and cardio is 100% the key at this point. Keep protein really high to not lose muscle, but you have to be in a caloric deficit consistently to make this work. I work out twice a day starting with cardio and abs first thing before I eat anything. Gym workout in the afternoons followed by another round of light cardio and abs.
Good luck. It's a consistency game at this point. That's why it's hard to look like you envision.

Just depends. I am same height as OP, and i am sitting at 163 now... i was also 163 3 yrs ago and had abs. Now i do not. Diet is everything

My frustration though isn’t so much about seeing abs but rather that I lost 7 pounds a zero inches off my waist. Seems like I should start slimming there eventually.

You do know that you can lose weight from areas other than right around your mid section right? Give it some time. It will come.

Im currently 5'8 154 and 12.4% body fat.
Only problem is dropping down to 140 i just feel too weak and small.

I’m 5’9” and got down to 142 lbs.
I was shredded everywhere including upper abs but still had the small gut around the navel. The trainer told me I would probably have to get in the low 130 lbs. and I said screw it. I already looked sickly with clothes on and I’m not going any lighter. It’s gainz city now.
I’ll cut soon and revisit the abs after I build their muscles.
