Technically it is better to do cardio after working out as you have burned the glycogen out of your muscles and would be burning fat after you workout. Having said that I like to warm up before working out to wake myself up and get heart rate going. And 2 I like to do hiit for a short 15-20 min period not run forever

I feel like this is more efficient because if you do cardio by itself you have to do 15-20min just to get into the zone and burn fat then another 20-30 to get what you get out of doing 20min of hiit after you workout

2 reason to do cardio after weight training:
Glycogen and Lactic Acid. Cardio after weights will help to significantly reduce both.
Keep in mind everyone is different. What works for you might not work as well for me and vice versa.
