I can’t see how two officials got it wrong. USGA is notoriously hard when it comes to weather. I don’t think I have ever seen them play lift, clean, and place.

Even if you’re ok with the ruling, it’s at minimum a dumb rule.
He hit the fairway at a tournament that puts a premium on hitting the fairway. If it’s even questionable the relief should have been given.
I just don’t get the downside to giving him relief there I guess. He handled the situation well.

O I 100% would have rather him gotten relief. I was pulling for Sam.
But he had two guys look at it and agreed that it was playable. Hard to argue against two of them. He did the right thing and called in a second opinion and seemed satisfied after the ruling.
That was a big moment for sure but I think the wheels were already coming off and that single shot wasn't the reason he lost it.

Any temporary accumulation of water on the surface of the ground (such as puddles from rain or irrigation or an overflow from a body of water) that:
Is not in a penalty area, and
Can be seen before or after the player takes a stance (without pressing down excessively with their feet).
It is not enough for the ground to be merely wet, muddy or soft or for the water to be momentarily visible as the player steps on the ground; an accumulation of water must remain present either before or after the stance is taken. (end of definition)
Commentary - Water must be present before taking the stance (it wasn’t with Sam), or present after the stance is completely taken (both rules officials say it wasn’t). It doesn’t matter if water is momentarily visible while a player is in the process of taking the stance or walking near the ball.
