Yes, most refinishers will clean those up in a bead blasting cabinet while removing the old finish.
I'm good friends with a refinisher, and have gotten to see some cost perspective from his side. For instance, for most PVD finishes, it's about a $35 charge (plus one way shipping) to them to have a head done. My friend bead blasts them clean, ships to California for PVD, and then he does the paint-fill himself using Testors enamel or Tamiya paints. These are the more budget friendly refinishes.
His other work is a bit more expensive and indicative of the time spent on it. He's a wizard with a torch and MAP gas for torched/steel patina finishes

If the damage is bad enough, some will sand out the imperfections (but they won't be completely gone) and you'll lose a few grams of weight.

Lane is a great guy. He just graduated from Georgia Southern and is now doing it full time.
He's made quite the name for himself in the Bettinardi groups. I know someone who owns one of Matt Fitzpatrick's protos and he's had Lane refinish it twice now
