Leaving the flag in on putts

I've seen Woodland leave the flag in on at least two puts so far. Is it not a penalty if you hit the stick on a out anymore?

Yeah, new rule. I've played with the stick in all year. Saves time and my brain likes it. Aim at the stick. Good target.

If the flag is halfway decent and sits upright instead of a cheap-arse lean....
it doesn't hurt any putts and potentially helps on the ones that have too much pace.
I leave it in 90% of the time. The only time I pull it is when it's one of those shitty ones that leans at a 45 degree angle. I ain't about that noise.
