Many players on the Tour have stated they didn't think it waranted a penalty. That means there is some "grey area". I believe that the issue is it happens all the time out there on the course and no one ever notices it, until someone watching on tv (possibly with a motive) calls it in and then the R@A decided to give the penalty. That doesn't sit right with some.

The players likely knew within 10 minutes of when they were teeing off. They go off in reverse order of standings, it's not that hard. The movement in the two shots being applied or not would only change a handful of guys' times.
