Reportably IGN is going to give Arkham City a perfect 10.

It would make perfect sense really. That's how Hugo Strange knows of Batman's identity, he trains the Tyger squad to be an actual threat to Batman, and he would very much encourage a place like Arkham City where the criminals murder each other constantly.
