I got a little post card in the mail about a guy that lives a block away. Says his risk level is high. Why would they let him out if he's high risk?

Can't keep them in jail for "possible crimes." It's basically the police/justice system's way of alerting the heck out of people of the person's existence and to keep their wariness up.
If it said "low threat," people might not be as cautious. I don't think I've ever seen anyone below a "medium" risk. Most are high or very high.
Brew, don't sweat it, man. Gaucho trolls and most of the time it's no big deal. Either he pretended to go along with you but was really just fricking around, or he really is the person you were saying and let his guard down in admitting everything, got caught, and tried to back track.
Either way, it's no skin off your back. Just ignore his shtick.
ETA: Not to be any kind of insensitive towards you and your cousin, Brew, but I had to chuckle at the lunch IM thread title where the discussion moved to after the help board thread was whacked. I was like, really?
