Your phone does it automatically, the upgrade is something that AT&T, T Mobile, Verizon or Sprint will send out to you. You get a message in your notification bar that there is an upgrade available, and it does it automatically for you. So it's really just a waiting game.

Papps, hit settings>about phone>system updates. It will scan and see if one is available. If so you can download it. Or it will tell you your phone is up to date. It seems like different phones get different updates at different times.

"Why didn't Google include this in Android? Actually they did, but with system security protection. Effectively, it was only available to applications built into the phone.
The problem is that this is a big security hole. An application that uses this can spy on other applications without the user's knowledge. It can watch password entry fields for the brief time when the entered character is shown."
They are effectively getting rid of all vulnerabilities on each phone individually and putting it on the phones.

Don't forget I like to have control of my devices.. therefore I have something call "root access" and use development tools to try out all kinds of things.
