How can I have maintenance unlocked but not guided missiles? Is it a pilot/gunner thing?

Im not sure, bruh
I may consider equiping the guided missles though... more tanks on the ground rather than helis in the air. And a beast gunner can take other choppers out if need be, IMO

NVM. The guided missile is used by the gunner. There is a guided rocket for the pilot.
