Playstation network issues/help needed

So, when I first bought my PS4 over 6 months ago, I did something I did not know at the time was a big no-no: I purchased someone else's PS Network account so I could buy their games from them that were stored in the could via their PS+ account. This was my first new gaming system since the Nintendo wii, and my first playstation family system, so I really had no idea just how all of this online stuff (in context of gaming systems) worked.
Fast forward a few months, and the person I bought it from used whatever information he had to get back into that account, change the login info, and lock me out. Now, I cannot access those games I paid for even if I set up my own account. I assume that I'm f&%ked and will never get access to those games again nor will I be able to attempt to hack the account back from him and change the settings enough to keep him out (already tried this once). Are there any options to get these games and saves back outside of going and buying them again from the Playstation store?
In addition, I tried to set up my own account, but it put my country as "United Kingdom" and wouldn't let me change it to "United States".

Have you tried unplugging it and then plugging it back in?

Most of those game you listed are very cheap now if you just HAVE to have any of them again. I wouldn't sweat it... just buy the ones you still want to play. From that list, i'd rebuy Siege and kiss the other ones goodbye.

Yeah, that's probably what I'll do. It just pisses me off. I still can't get the playstation to connect to playstation network.

There should be no reason you can't totally format the PS4 and start a new account from scratch really though.

At least 2 or 3 of those games were free this year on PS Plus. MLB19 is This month or last. That’s an upgrade to 18.
You could join the PS deal that let’s you play a ton of games for a monthly price.

I tried to do this, but for some reason, when I tried to make my new profile, it set my country for U.K. And won’t let me change it to the U.S.A. so none of the online stuff will work right, I lost all of my saves, I am locked out of all of those games I “bought”, my system keeps freezing, and I cannot figure out how to successfully get everything off my old 1TP external hd to my new 8 TB external and have it properly formatted. Are there people who I can pay to fix these kinds of things for me? I am completely put of patience with this gaming system. I just want to get this shite to work so I can play my games. I don’t even care about my saves at this point.

I tried to make the new ID, and it made me register in the UK and wouldn’t let it be set to USA, so nothing works like it should.

No, because that would delete the installed games, right? Granted, those games are essentially useless now anyways, so, I guess it really doesn’t matter now, does it?

Correct. Factory reset. Create a new PlayStation id. Download the games you want again. Sucks, but that’s the only thing you’ll be able to do. Sony will just tell you to eat a bag of dicks and give you the run around.
It’s a common scam, btw. They sell you their account, wait a while so you can get comfortable and buy some more games, then they contact Sony and regain access, cut you off, and have new games and your money.

Trying the factory reset. I’ll update with how it turns out
Update 1: new profile is working and downloads of apps and disc files is underway. I haven’t tested out the apps yet to see if I can login and make netflix/hulu/etc work yet, but will this evening.
