That is really all I wanted to know, so go power supply first and wait for the others as sales come buy? I'm assuming I should buy the main components last (processor, motherboard, GPU)considering the better ones will become cheaper as time goes by.

make a pcpartpicker build, and wait for those parts (or similar parts) to go on sale. You don't need to buy specific parts first
You will rarely see any sales on CPUs, if any, unless you're close to a microcenter

I would just buy it all when I was ready to build so in case something arrives dead you can RMA it.
If you order things over time with no way to test them then you run the risk of having to deal with the manufacturers instead of just sending it back to Newegg or Amazon.

8990? Is this a super secret card I have never heard of before?

I have asked you dickheads this before but never got an answer.
I need a closed loop water cooler for my ITX build. I have room to fit it and the radiator and would prefer that over air obviously especially since it would have to be one of those slim air coolers that don't move much air.
What's the best single rad closed loop cooler out right now?

Swiftech h220, if you can find one.
Then,
H100i
everything else.

Awesome. Too bad neither of those will fit an ITX case, dumbass.

Something odd. I messed around and have my pc at max OC and here are the changes
cpu from 3.3 to 4.5
gpu frm 850 to 1020
now get this, my 3D Mark score dropped 100 points? WTF
Tell me your changes in graphics and physics scores, not just the main score.
If you applied those overclocks without changing voltage, I'm guessing one or both are slightly unstable and need a core voltage bump.
