This is from an interview with Pete Hines the PR director and VP of Behtesda.
Though I did read somewhere that each city is a separate entity when it comes to crime and bounties.
A funny story about crimes:

PH: The guards know everything thing - it is true that once you commit a crime, if you're spotted doing it, then it's something that guards know about. It's far too confusing a gameplay mechanic to see guards and have one of them at this gate know what you did and one of them at the other gate not know. It's just a big mess.
One of the things you can do is if you commit a crime, we will tag which people are witnesses to that crime and if you actually go and kill off all the people who were witnesses, we will tell you that the last witness has been eliminated and your bounty or crime sort of gets wiped off. You're no longer accountable for what you did because you removed all the witnesses. So it's kind of a cool, creepy, if you want to be nefarious and knock off people who can finger you..

Well that is better than it was. I still don't like how you're instantly tagged once you commit a crime.

I just hate when I accidentally grab something off a table when the shop keep moves and I get tagged as a thief and attacked by guards with no chance to explain it/put it back/pay the fine.

What system is everyone getting it on?
I have both systems and pre-ordered it on PS3 but now I am thinking of getting it for 360 since I could install some of it on the hard drive. Can you do that for PS3?
Also doesn't 360 get the first two DLCs a month before anyone else?
Will Gamestop let me change the pre-order if I've already paid for the whole thing?

PC. Always PC. Bethesda likes to give out their tools for the MOD community, that made Morrowind 20x the game it was originally planned to be (which was already amazing itself).

If I had a rig to run it I would. I only have a laptop for work. I used to be a big PC gamer but I can't justify the expenditures to upgrade every few years.

I just prefer a mouse and keyboard to a controller for any game. but that sounds like a good reason as well.

The way I understand it is, if you commit a crime and there aren't any witnesses, then you are not tagged.
What chapped me most in Oblivion was the Murderer tag. Like when someone attacked you and a crowd of idiots jumped in to help. If you hit or killed one of them then everyone turned on you. Hells Bells, they should have stayed out of the way.

Honestly though, the costs of upgrading a new pc are around the same as buying a new console every time they come out. Also a big difference to me is upgrading the PC = tons of games, and a lot of free ones.
Whereas on a console I have to pay 50 bucks for every new game, on the pc I can try out games for free bootlegged.

Well regardless my options are between the ps3 and 360. Though I'd love to buy a PC for this game and guid wars 2 its just not financially feasible.

Well just from my limited experience with researching the game they seem to be much more involved with the 360.. bethstheda that is

Trying to rescue some guy who is being help hostage and i'm fighting his kidnapper.. shoot a fireball and the bad guy dodges.. fireball hits hostage and then the hostage starts fighting me... grr.

I'm PC all the way. I like to mod things into the game after the first play through(except gold, I'm not wondering about broke for more than 30 seconds)

This will be my first Elder Scrolls game and I'm pretty excited about it. I'm going with the PC version.

By the looks of it you picked a Dandy for the first.
Just don't get in a hurry, there are a lot of things to do and see in these games.
I've played them all, didn't care that much for the first two but they really got it together on Morrowind and Oblivion was good, better after some of the patches/mods fixed/changed a lot of the short comings.

I am going to approach it like a game of D&D, just explore and go where things lead me, it's one of the few games that allows you to literally create your own game by your playstyle.
I agree with the accidentally picking somthing up and automatically getting arrested.
