I mean, I get that Optic has a history in NA, but Envy is huge in the CS scene and other games. They aren't an unknown player here.

Envy is still half the size of OpTic though. There is no scenario where you take NV over OpTic or where it's even close.
Really it comes down to who the other new team or teams are that took NV's spot other than OpTic.

We know Envy, Dig, and P1 are all out. Optic and Lacob are in. So there is at least one more new team.
Flyquest, EF, and TL are the unknowns, since I think TSM, C9, CLG, and IMT are all pretty safe.
I think FQ and EF survive. TL seems like a total crapshoot

About money, fans, org success across eSports. TL is way too big with too much money and history.
Just won DOTA, #1 ranked NA CSGO team, top tier owners, strong fan base.
DIG lost almost everyone when they disappeared for a year. That was their kill shot. No coming back from that.

I did not realize TL was in CSGO. Their success in Dota might not make Riot too happy
I wonder if EG(Twitch/Amazon) goes in with a godfather offer to get Riot to change the rule on selling sponsorships for other orgs

Yeah I watch quite a bit of CSGO, TL has the 2 best young players in NA, Twistzz and EliGE. They're set for quite awhile as the top NA team. Same with their DOTA team, good chance to repeat.
TL's owner was also really smart publicly laying out their business plan that got a lot of traction and positivity.
They are pioneering the change to practice facilities instead of team houses that everyone else is now starting to do. LINK
And then you have content as another big factor, and TL owns 1UP Studios that produces probably the top content in eSports. Breaking Point, America's Team for CSGO, etc.

I'm going to stop you there. This is highly debatable. TL is in the top 2 for North America, saying they are #1 is debatable considering that C9 is coming off a semifinal berth in E League premier and Liquid didn't even make it out of groups.
I will agree that Elige is one of the best players in NA, however you can't just leave out Stewie and Autimatic. Twistzz still has a lot to prove on the main stages. I don't think he has made it to the top tier of NA just yet.

TL made it to ESL NY finals and 2-0'd C9 most recently and are/were higher ranked.

EF has solid practice facilities, not quite the same but similar.
FLY is more likely of the 2 to not make it.

Yea they 2-0'd them online. You're talking about a C9 roster that has only been together 2 months. The ESL NY event both C9 and Liquid were blitzed by Faze. Had C9 been on the other side of the bracket, I have no doubt they would have been in the finals. Liquid's roster has been together a lot longer than C9 has.
It is certainly debatable, Liquid is not just #1 in NA. HLTV has C9 ranked above Liquid presently.
Also, Liquid lost to SK in a bo3 at EL Premier. Liquid didn't win one match at EL. C9 won its group and advanced to the semifinals.

Everyone is blitzed by FaZe, they are the #1 team in the world by over 200 points from 2nd place, they are a super team that right now looks like they might run the entire circuit all year long.
TL has been ranked higher than C9 for awhile, and just simply have a better roster, which is why most people would put them #1 in NA. Debatable sure, for now at least.

Ska > JDM - JDM has actually been one of the worst players for Liquid, but he has played better more recently especially at ESL NY. However, Ska has been consistently the best awper in NA for awhile now.

Correct, the last result changed it to +4 for C9, TL has just been ranked higher for many months so I give them the edge there.

Most would disagree, at least in the media. You could ask 100 people in CSGO which roster they'd rather have, it will heavily favor TL.

HLTV is what everyone uses for CSGO ranking, has been that way for awhile.
