You need to do the quests to get in the front door of the railroad. Might need to do a few more for Pam to start giving quests.
Then I think you need to do 2 from Pam.
She sends you out on two types. Kill a Synth or Locate a cache of weapons. I think the second one she sends you out on will activate the weave AFTER you talk to Tinker Tom.
I don't think you get any kind of message. After doing the first couple of quests for Pam, talk to Tinker, then check an armor stand to see if you have the option.

Heck, first play through, I didn't mess with armor much and those grenades and mines kept killing me. I think I bumped myself to about 50 defense.
Then you get weave and go from 50 to 300. Boom.
Just got the weave a few minutes ago. Sporting the Minutemen General Coat and hat with weave.
Oh, I added another good mod. Scrap Dead Things.
The dead Mire Queen at Mercer always bugged me along with all the dead ghouls at Sunshine. Now any dead beastie killed in taking the settlement, those dead bodies can be scrapped.

Makes a pretty huge deal. Unfortunately they really skimped on what you can use with weave on and still wear armor on top of it.
There are only a few outfits that can use the weave with armor.
Thus I use a mod to allow me to wear what the hell I want to wear with combat armor on top.

I got Dat weave! I look pretty awesome in my army fatigues. I even played in the clunky 3rd person just to see it in action.

I've been playing this game for a week and I feel like I'm finally beginning to understand everything. I really like the game, but I want to know with as few spoilers as possible when you have to make a choice on which faction you will side with. I want to save before this so that I can start there to play out each ending.
