I just went ahead and bought the new Achlyophage Symbiote. I had to spend an extra 6 coins than if I was to wait and upgrade it when he offers it that way, but it saved me the 7,000 glimmer and got an exotic shard out of my old helmet that I broke down, which I used to upgrade my Last Word. I feel like I came out ahead doing it that way, because I would've spent seven coins to buy the shard to upgrade the LW, but instead I only used the extra six and was able to keep my helmet to break down. Not to mention saving the precious glimmer with the way things are right now.

So what's this upgrading about? I see he has Voidfang vestments...I have a fully upgraded normal one..I can just upgrade it through Xur to the one he has? Or am I misunderstanding?

I know he's offering it for an upgrade. I don't have the glimmer to do so yet, that's it.

No you're understanding correctly. You're in the same position that I was in. So, you can either wait until he offers those to upgrade, which you'll need to turn in your current vestments, one exotic shard (which you have to purchase from him for seven coins), and 7000 glimmer...or you can just go ahead and buy the new ones for 13 strange coins. You'd spend six more coins, but now you'd still have your old pair of vestments, because you didn't have to turn them in, which you could then break down and get an exotic shard, meaning you don't have to spend seven coins on one the next time you need one, which means spending the extra six to just buy the new gear actually saved you a coin along with the 7000 glimmer.
I don't know, maybe I'm missing something, because it seems weird to think that you can come out on top by not upgrading, but I don't see how it's not beneficial to do it that way.
Now, it doesn't work quite the same for weapons, because they'll be either 17 or 23 coins, so you'd end up spending a couple more. As for gear, though, I think that's the way to go.

That shite is retarded, I didn't realize it would take an exotic shard, plus the glimmer, plus him actually offering it, then you still have to level it all over again just like if you were buying a new one.

I'm thinking about buying a helmet engram. I have over 50 motes. It either turns in to a hunter or warlock helmet, which I break down for the shard or a titan helmet, replacing my old Helm of Inmost Light and still letting me get a shard. I don't see the need to save motes for anything else, not to mention they've been giving them out like candy recently.

Yeah I think they need to fix it. It just costs way too much when you can just buy the new one for 13 coins. Not to mention, 7000 glimmer is almost 30% of your bank. I think the most screwed up part is that you can turn in a piece that you've put no XP in to or a fully upgraded piece and they're worth the same thing. IMO, you shouldn't need to turn in an exotic shard if your exotic is already fully upgraded.

Do the little towers on each side have anything to do with it? With about 5 seconds left before we went to orbit, I noticed some circular towers that are sort of casted off from the main structure that looked like they had some type of plates on them. I went back in by myself later on to give them a closer look. They didn't do anything when I stood on them, but I didn't know if maybe someone had to be on the middle bridge plate first.

Glimmer comes quick when using consumables (I'd suggest using any other than black wax since Eris requires those for some purchases). Bungie's "Deej" said in an interview at the recent PS experience that they're working on increasing glimmer limits and vault space as well but didn't state when but its currently in discussions with Devs to be implemented sometime in the future.
Not sure if the following applies to all exotics regardless of acquisition but I know for sure that Exotics upgraded through Xur require significantly less XP to upgrade than it took to max out pre-Xurgraded/DLC versions. I want to say I heard it was almost a 75k XP reduction (but the reduction is different for weapons and armor items).
I'll look for the YouTube video I watched (there's also an article that details this also... With IGN I think) and I'll link it once I find it.

ETA: I'm with Rem in the near 31 boat. Just bought some boots that'll get me to 31 now that I have the 36 light helmet.

What the hell does the pumpkin head do? I used it on the dark below moon mission and didn't notice a difference at all
