Because they're not giving that markershare advantage to Microsoft. Same reason Microsoft didn't do it last generation.

I have the XBox One edition...when I log in it pops up saying I can download the new version, but when it takes me to the store it still says it costs $19.99?

Because they don't want their userbase to create XBL IDs to connect to online play.
