Is there a Civ builder (Like Civ6) but open ended like CK3 or EU4?

Title basically.
Looking for a Civ builder without explicit win conditions. Would like to be able to place cities, plan production, wage wars etc. Games like Banished and Rimworld come to mind, but both are just town/base focused. Looking for something larger.

Probably not what you're looking for, but you can simply turn off all victory conditions in Civ to make it open ended in a sense.

Kingdoms reborn sounds like what you’re looking for. It’s like a blend of civ and banished.

Anno 1800 gives me Empire Earth feels. EE was such a good game back in the day.

I’d kill to see a modern Empire Earth. Played the shite out of that game back when I was in middle school.
