30 bucks for the year as opposed to 60 thru most other retailers. What gives ?

I have and paid through PayPal. No issues. Got confirmation right after purchase, logged in and got the key. Worked for me

Yeah they usually have good deals, sometimes great deals. Just make sure what you're purchasing is for your region.

I buy the Brazil region for Xbox live because it's usually $30. Then I VPN through Brazil and add it on Xboxlive.com. Voila.
