First, you underestimate how marketing works. Just because YOU don’t think it’ll runs better on PS5 Pro doesn’t mean everyone shares that opinion.
Second, you’re not even considering those people that are still on last gen. I’m sure there are millions of those people as well. What console do you think they’re going to upgrade towards? Not everyone is committed to a brand.
I’m not saying that tweet wasn’t true, but to think that a 6 to 1 ratio isn’t obtainable is naive.

It is like this kind of odd extreme post-purchase rationalization, even though they likely haven't purchased it yet.
It is driven by excitement for the game, driving them into a camp where they will harbor ABSOLUTELY NO CRITICISMS of anything surrounding the game or the dev.

It is going to run great on my PC
I haven't decided whether I will get it on Pro, Xbox, or on console at all

It's listed as 'PS5 Pro Enhanced' on the PlayStation store, so Rockstar appears to be taking advantage of the PS5 Pro's capabilities. We'll need to see how that translates to the game's performance.
