Are there any options for the Xbox and playstations systems without available WiFi? Can some games be played without it? We hotspot with our phones when needed but we’re stuck with the Xbox 360 and what’s available there. Looking for any options if there are any.

You can use the consoles offline, however you're going to run in to issues with system updates and game patches.

On the playstation all that means is you cant go online if you dont update. So no issues actually.

Games these days always have day 1 patches that are essentially necessary to make the games playable. Say a game has a day 1 patch that's 10-20 gb (Cyberpunk was 43 gb!), that's going to suck with a tethered phone. It would murder your data plan.
