I knocked off the cooler since it wont be necessary and found a cheaper case with good reviews.
$40-50 for a mouse, or even cheaper if he gets a lower end mouse, keyboards can be had for a few dollars, and a good 60hz monitor can be had for $100 (or use his TV as a temporary solution until he can afford a 144hz monitor).
Peripherals can come with time since they are far less vital and cheaper than components of the PC. Hell, you can get nice mechanical keyboards for like $30 on sale.

An 1160 couldn't be more than 350 though. That would most likely give the performance of a 1070 or 1070ti.

In all honesty, streaming in 720 isnt terrible. Some people have issues with buffering 1080p streams and knock it down anyway. My fiber internet took a dump on me for a couple weeks and I went back to 720 with little negative feedback

Yep. I don't notice it that much when someone is in 720 or 1080 on my phone. It's still quite good on larger monitors too.

Yea, when I load my clips on my phone to screen cap for Insta, I load them up in 720 so they don't skip or anything during the screen cap. No sense in loading up 1080p on the phone IMO

The pixel density is so high it doesnt matter.
On my monitor at home, I can easily tell the difference between 720p and 1080p, but only when in full screen or theater

Solid. That would be my suggestion. Also get a 144hz and g502 or deathadder elite. Keyboard can be cheaper.
I would get faster RAM as ryzen benefits more than Intel with the speed.
