I think the one I built back in ‘12/‘13 was $750ish. Might try to keep it around that.
What exactly is wrong with it? For the monitor, keyboard it seemed like a good deal. Is the tower components old?

This does not have a dedicated GPU but uses the Ryzen 5's APU. You can easily get 60fps on fortnite. You can then save to buy a dedicated GPU and get much better performance. Also with the GTX 11xx coming out, you could get a better deal on the 10xx or wait for the 11xx.
Get something like a Razer Deathadder elite, Logitech G502 for the mouse
Corsair or Logitech keyboard. Cherry MX Red or the Romer switches on Logitech.
I would try to get a 144hz monitor if you can for upgrade potential but there are tons of 75hz monitors. TN panels are cheaper and have 1ms response times. I don't know if AMD freesync works on the APU but it would be nice if would. (looked it up and I think it does with a Display port cable).
Also, you can get good deals by shopping for refurb products on ebay. I got my keyboard that was 170 for 89 and an additional 15% off with those codes they always run. You could bring this into the 800's if you looked around .

That's with thinking about the future. He could also look for deals to get that way down. Mine was like 1900 and I got all my stuff for like 1400 or something.

It is accounting for waiting for the new Nvidia cards coming out and prices for the 10xx coming down.
If he wants only to game at 75hz then I would go ahead and put a GPU in there but I assume he wants higher.
Peripherals were just a suggestion to cut cost on upgrading later.
Also, I think he plays fortnite and it runs it at good settings for 60-70 fps. Any higher and he would need a 120-144 hz monitor.

You build the computer first and then worry about peripherals especially at that budget.
If you have an $800 budget including peripherals, you build the best PC possible and get the cheapest peripherals to hold you over.
Only thing I'd recommend a new PC builder to buy is a mouse since that is far more important than a keyboard

I understand that but the desktop is only ~550 and the new gpus are coming out. He could play at console fps and get used to mouse and keyboard until they come out.
Plus, that second build I did would most likely run fortnite 144+fps and he would need that monitor anyway otherwise there would be no need for the extra power. I lowered the keyboard price but even if he got a cheaper one, that would only be like 30 difference.

that list says it will require an adapter for the cpu cooler and the motherboard may need a bios update.

It might need a different cooler but I think it says that for every ryzen 2nd Gen.
