FPS vs Refresh Rate (Gaming PC question)

I'm going to be building a gaming PC in the near future and will be on a budget. If I buy a 144Hz monitor, it really doesn't matter that I get say 160 fps from my cpu/gpu because it will cap at 144?

So in a hypothetical situation I have 2 cpu/gpu combinations of an i5 8600k/ 1060 6GB and a i7 8700k/ 1080Ti. If the i5 combo is capable of 135 fps on a certain game and the the i7 is capable of 185 fps, would it really only be a net difference of 9 fps because the i7 combo is limited to 144? Would it just be better to just get the cheaper set and upgrade the gpu later when the costs go down and the 240 monitors go down?

eta another example

So CS:GO looks like it will handle almost any cpu/gpu combo over 144 fps. Does that mean really any decent cpu/gpu would max out a 144 monitor?

You got it, but the more important thing is frame drops. An i5/1060 will average 135 so it'll have more significant drops in frames, which suck arse.

That's what I figured on the dropped frames. So if I found something with the .1% or 1% at an acceptable fps, I should be fine with that combo?

I probably will at least try it but man, it looks to be dying though. Fortnite just did that rocket thing that was literally the coolest thing I've ever experienced in video games.

Or I could try to find a used 980 Ti instead of the 1060. I was adding a Ryzen build because it would be multi use and not just gaming.

Pretty surprised though that the 8600k can be OC to at or near 5Ghz.

I only plan on doing 1080P and don't need to play on high settings. I go for more performance.

I think you're fine with either build, but I would favor Intel's IPC, unless you opt for a Ryzen CPU with more than 6 cores.

I would get 2 x 4gb of ram instead of 8gb single stick. Symmetry dammit.

I was going to get another stick of 8Gb later if needed. That's why I went with the 1x instead of 2x4. How would you like the "symmetry" of 2x4 and a 1x8? Eew

Fair enough. Also, I wouldn't necessarily count on a budget z270 board to get that i5 to 5ghz regardless of cooling. Not a bad motherboard, just not one built for overvolting much.

I am currently trying to piece together a rig. My PS4 squad has forced my hand. They are abandoning console-ship. I'm looking at an i5 8600k/1070 ti combo.

Did you mean a 270 or 370? I listed a 370. Either way, it probably depends on the individual 8600k.

You think I should downgrade the cooler or power supply and upgrade Mobo?
