Mid July to early August would be my guess. They've been up and down as far as their planned beta schedule.

during and after the beta, there were a million and one.. probably more, complaints about how horrible the game was, and how there was a need for pretty much an entire fix on the game as a whole.. just problem after problem after problem..
The crazy thing, SE responded with, "This beta wasn't for you guys to complain, it was for you guys to enjoy, this is the game you get, so enjoy it... Here You Go"
and then released it
....
fastforward 3 years later, xIv has now undergone a complete revamp.. and the beta is lasting ~8 months and they are listening to EVERYTHING, Everyone says.. so yes, the people that were around for the original beta.. are very very happy

I am super pumped, and you guys are making it worse. I will be buying on both PC and ps3. Will I even have to buy again on PC since I had the first?

I think you are good. I'd have too look it up.
As far as PS3 screens, I think there are some out there but they don't really label them as such.
