That's absolutely fair... those "tier 3" as I listed them world build a lot, some more than others obviously (Sinnerman being probably the best one).

I think that the quests that demonstrate the dark, horrifying nature of life in Night City are:

Sinnerman
The Hunt (River's nephew)
Dirty Biz
Sacrum Profanum
Disasterpiece / Both Sides, Now

Some are Tier 2 (NPC initiated) and some are Tier 3 (open world), so yes, I agree that you don't a true feel of the world unless you're willing to do those three levels of quests.

I have 1200 hours in the game. Loved it from Day 1. I had zero major issues with my super computer except for the very first quest. Jackie was invisible. Once I figured that out, I restarted and he was sitting the chair.

I had no problem with cars blowing up all over the place. That just added to the atmosphere with gangs everywhere shooting up the place.

I had zero issues with the cops because I used stealth. The only times cops came after me was when I accidentally hit a pedestrian when driving too fast.

I both love and hated the big update for the DLC. Before the DLC you could become Godlike really easily with hacking skills. After the DLC you need to fully understand the mechanics to be super powered which you really didn't need to do pre-skills update.

The game is still one of if not the best looking games available with max settings.

Yeah it can grind a bit but being fully maxed out in this game is terrifying from a combat standpoint.

You can go fully invisible, remote hack an entire area of enemies and watch them light on fire or explode without any of them ever knowing you’re in the area.

Or you can go full terminator build and shoot/smash/slice anything in your path to pieces.

I’m not sure I’ve ever seen anything as intimidating as a fully leveled up V in CP2044.

I played it early but it was so broken. I didn't have any of the game-breaking bugs or glitches but the implants were SO OP. I had some combo that let you hack a bad guy and they'd start attacking other ones and some of those would attack even more baddies...then they'd blow up. There were a ton of fights where I'd just hack one guy and wait a minute and the area would be clear.
