I think Tales of the Cocktail has been giving certain bars the "Seal of the Sazerac" so check their website for a list.

All the classic joints make a good one; Carousel Bar; Commander's: Cure; Kingfish.

Its hard to imagine a place having the "best" Sazerac, I prefer to think in terms of who is making a proper one. Which of course allows for variety and permutations and combinations unique to each spot.
