I'm not sure if they will change anything next year but the fact that people win multiple items has been a recurring complaint.

I see nothing wrong with winning multiple items. Would you be pissed if you were drawn for one of the first bottles (like I was last year with a bottle of MWND) and not even be in the running for the Pappys, etc?
Granted, I won two bottles last year, MWND and George Stagg.

How about if you win a second time, you have an option to upgrade or keep what you already have? If you trade in, that bottle goes back into the raffle
As such, you end up with one bottle per person

I have no problem with this, but it would make it a cluster frick because people pay for their bottles as they win, so they would have to wait to refund (or do all sales after the raffle)

But like I said, I have no problem with winning more than one bottle. It is evenly fair on each drawing, over 400 to 1 chance to win a bottle.
If it just so happens that some one gets pulled twice, good for them.
