What's the deal with Stroubes in Juban Crossing?

Looks like the building has been sitting there completed since the summer, but it looks deserted?

The entire Juban Crossing development is below par to me. Compared with its initial blueprint/plans about 10 or so years ago it looks nothing like it. Very meh to me. Their initial plans looked great but not the final product.
