Definitely not true in south LA. Frozen crab claws are easy to detect: the meat sticks to the featherbone. If the claw meat slides off easily, it's not a frozen clawfinger. I won't eat the frozen ones & always ask at local seafood-centric restaurants if they're serving fresh or frozen....and I politely decline if they're frozen.
Places in coastal LA like Casamento's, Leeville Seafood Restaurant, Spahr's, and plenty of other places that care about their seafood sourcing/supply regularly serve non-frozen clawfingers. I bought some at my local crab processing shed a couple weeks ago for $16/lb.

Don't get me wrong - I agree the claws need to be on the specials board if it isn't always available. But he asked what happened, implying they used to always have them. As long as I've been going to Chimes, it has been a limited availability item.

Blue crab is nothing like shrimp. It is fished in inshore brackish waters, by small, independent crabbers. Crab traps are baited & checked every couple of days during warm weather. Live crabs are sorted by size on the boat & undersized crabs returned immediately to the water. Crabber takes his live crabs to a wholesaler, who buys from many fishermen. Some wholesalers sell everything to a processor--and many, many live LA blue crabs are trucked to other states for sale. Lots go to the Maryland/Chesapeake area, as their fisheries can't keep up w/demand.
Anyway, the processing house receives live crabs, which are steamed (or boiled, depending on processor). Cooked crabs are hand-picked....yes, even in 2019. In LA, mostly Asian and Hispanic seasonal laborers (including lots of temporary foreign workers on guest worker visas) break down the crabs, picking the meat into various size chunks (jumbo lump, special white, claw meat, etc). Most consumers and chefs in LA prefer to buy non-pasteurized crabmeat that's fresh & not frozen. Non-pasteurized frozen is second choice, and a distant third is the heat-pasteurized kind usually sold in 1-lb metal cans w/a pry-off lid. (Pasteurized keeps longer, but the taste is flatter, less delicate, more harsh/crabby).
Crabs have to be alive before they're boiled/steamed. So live crabs are moving all around the Gulf Coast/Mid-Atlantic, all the time, depending on price, local weather & water conditions, and demand.

The Chimes menu says "seasonal"
With all of the freshwater in the gulf and estuaries the crab harvest is really struggling. The prices for live crabs is absurd right now and you still have the situation where they can sell for higher profit out of state.

Since January? Because i think i've been able to get crab claws twice, once last weekend, and one other time, since about January or longer.

It wasn't a foregone conclusion that they'd have them, but as i said in the post above, in the past 6 months or so, i always order the clab claws and i've only gotten them twice.
Anyway, this thread got incredibly diverted from the main point, being that Chimes is filthy and East needs a good scrubbing and new tables/chairs.

The restaurant likely has a pricing point for the crab claws: when they're cheap enough, the dish is available. When the price is too high, they're not. Even places like Galatoire's will, from time to time, be "out" of crabmeat. It's not just about supply availability, it's about the wide swings in the price of picked crabmeat.
