Old time school pizza recipe

My earliest memories of school lunch involve what my school called pizza. Looking back, it was some kind of casserole I believe. I would like to reproduce it but I don't have a clue where to begin.

All I have to give you for a description is to consider a large cafeteria pan. The crust was on the bottom. On top of the crust was a thick layer of ground beef with some kind of sauce. It was topped with a thick layer of melted cheese.

That is it. It was cut into squares and served and the whole thing stood up under its own weight. The ground beef and cheese didn't go all over the plate.

Any helpful hints to reproducing this would be awesome.

It was gubment American cheese. You can still get those cheese loaves at the grocery stores.

The meat sauce wasn't much more than a watered down tomato sauce with some Italian seasonings.

The dough was more like a rolled out biscuit than a crust. If you were lucky, you got a center piece.

This is what I remember but I didn't like it.

I preferred the grilled cheese and fish sticks

I remember that flat pizza that y'all are posting pics of but our school started serving that when I was in jr high. The stuff I am talking about was an inch thick and I don't remember a red sauce. My memory is of the meat being brown like taco meat (but obviously wasn't taco flavored)

That's what I'm referring to. It was brown and a little sweet.

I'm looking for a similar pizza, but a little more sophisticated. I had it twice in my life - both times in 1975 and 76.

First was at Fisherman's Wharf SF from a street food vendor on the square. The second time was on a cruise to the Bahamas aboard the cruise ship Flavia (Italian crew).

It was thick, with a soft doughy bread (not bicuity), tomato sauce herbs and parm and Romano on top. I would love to be able to recreate that dish. I've searched, but the closest I get is Sicilian pizza, but I don't think that's quite it.
