Many places here in Portland do keep some of the more rare beers in the back. They will sell it to you if you ask, but if you don't know it's there, you won't know to ask. They do this so these rare beers don't get snapped up right away and they can offer them to their regular customers.

I've never seen this done with taps, except for the time The Beermongers put Pliny the Younger on tap and listed it as Miller Lite on the tap list. Usually, it's the rare bottles that are kept in the back.
