I saw that at Target a few weeks ago. They also have "Caramel Crunch" flavor, which looks like it's a Samoa (Caramel DeLite) flavored cereal. General Mills is the maker.
Probably National does, but I doubt much, if any, goes to the local Girl Scout council. IIRC, all the proceeds from local GS cookie sales stay within the council (so our girls benefit more).

It has their name and logo on it, so I'm gonna go with yes.
This lets the national org cash in on the brand without having to share $$ with the local chapters who sell cookies. Shrewd.

Picked up a box of the peanut butter sandwich cookies coming out of the grocery store a few days ago. Already pigged out on them.
