If the inside is still frozen and it's the 1/4" defrosted, it's still right next to the freezing side. I'm willing to bet the average outside is below 40. The packaging of course will protect it even more to lock in the cold.

I take food safety very seriously, and of course it's up to you. But if it was frozen solid and left it's fine. Just make sure you cook it past 165.

Guess what, at my house the food eaten at noon is left out on table and we eat that same food 7-8 hours later. No one gets sick. As kid, we did that same thing in grandparents old, hot house during summertime all the while grandma swatted flies with the flyswatter. No one got sick.
I always let mine thaw overnight.
