Please elaborate. I guess maybe that rain can fall into the vent pipe or if that reduction flange is the pump, it doesn't look like it has power run to it.

This was my observation. Rain and leaves. At any rate, I sawed it off under the gutter, ao the vent faces sideways, now.
There is power running to it, you just can't see it with this camera angle.
