Bingo. If breweries don't have to go through a distributor, you will probably see more of those one offs trickling out to taprooms instead of brewery only. People would not have to deal with the proprietor of Running Monk brewery if they could find their beer on tap at the Chimes, for example.

Yeah I'm 100% on board with this. Craft guys not being able to sell directly is horseshite.

Distributors still have their place.
Sam Adams, Sierra Nevada, Stone, Dogfish Head, Ballast Point, Green Flash (er, never mind), Oskar Blues, New Belgium, etc. aren't going to come to Louisiana and distribute their own beer.
Abita isn't going to distribute their own beer except maybe on occasion for a special event.
Parish and NOLA and Tin Roof aren't going to distribute their own flagship beers across the state. They'll self-distribute some of the smaller releases though. And wouldn't it be nice if Chimes could just call up Tin Roof if they realize they are on their last keg of Voodoo?
The really small breweries would definitely be able to see a benefit though.

This is bigger than people probably realize. Relationships are built on this sort of thing. Breweries like De Garde, Block 15, Cascade, etc, have brewed special anniversary brews for taprooms because the brewery and the taproom/restaurant have a good working relationship. Breweries will brew a beta beer and send it to a few select taprooms because they know the taproom owner will give them good feedback on their customer's reactions. I love this kind of stuff.
I think it really helps create a community when they can work directly with each other, rather than always through a middle man.
ETA: Tin Roof should be able to write a contract with their distributor that they will distribute a minimum of x amount of cans/bottles/kegs for mass distribution, but that they reserve the right to provide a certain number of kegs to local breweries as well.
